After dropping taboo of high school schoolhouse, Marshall nominate herself in New York; acting under the name Cat Power, she was engaged as the possibility act for Liz Phair, where she met Sonic Youth drummer Steve Shelley and Two Dollar Guitar's Tim Foljahn, world Health Organization agreed to become her accompaniment band.
